PRPC Utilities and Facilities has awarded an EPCC contract to Toyo-Malaysia for developing Outside Battery Limit facilities within the Pengerang Integrated Complex in Malaysia. These units are expected to support the SAF production facility which is currently being built in the complex.

Tokyo/Japan – Toyo Engineering & Construction, a subsidiary of Toyo Engineering Corporation has been awarded a contract by PRPC Utilities and Facilities, a subsidiary of Petronas Refinery and Petrochemical Corporation (PRPC). The project involves the construction of the Outside Battery Limit (OSBL) facilities within the Pengerang Integrated Complex (PIC), one of the largest refinery and petrochemical hubs in Southeast Asia.

PIC is currently constructing a biorefinery plant to produce Sustainable Aviation Fuel (SAF) with Toyo-Malaysia entrusted with the engineering, procurement, construction and commissioning (EPCC) of the OSBL facilities. This award follows Toyo-Malaysia’s successful 2024 contract for the construction of a spent catalyst recycling facility and underscores the company’s extensive experience in plant construction, which was a key factor in securing this large-scale project.

*OSBL (Outside Battery Limit) refers to utilities (such as steam and electricity), feedstock supply and SAF shipment pipelines, auxiliary facilities, and warehouses.
